Services shall include comprehensive administration of the FSA plans and Commuter Benefit Programs for all benefit-eligible City of Oakland employees, as well as other directly related administration services within the general scope of FSA and commuter benefits administration that are reasonably necessary to support successful program operations, including regulatory updates and reporting enhancements.
